Historical background of the Internal Troops
Upon victory of National Revolution in Mongolia in 1921, state power was transmitted to the people; however, foreign and domestic unrests and turbulences have not been quelled and suppressed completely and the internal situation of the country was unstable; therefore, in 1922, a “Special Squad for Internal Security Affairs” was established at Military Council by the initiative of Military leader Sukhbaatar D. with the objective to secure and guard the most important places of the country, to arrest criminals, to supervise or deliver prisoners and convicts in secured ways, to participate in activities to quell and suppress unrests and turbulences. It has become the basis of Mongolian Internal Troops.
Parliament of Mongolia enforced Internal Troops Law of Mongolia in 1995 legalizing Chairman for Central Police Organization to the Head (Commander) of Internal Troops. In 2014, a law was adopted to terminate Internal Troops Law of Mongolia through transferring its performed work assignments, human resources, technique and tools, budget and costs to General Police Authority from April 01, 2014 thereby terminating Internal Troops of Mongolia with over 90 years history.
In conformity with Section 7.1 of Article 7, “Mongolian Defense Policy Backgrounds” approved by Resolution Nr. 85 of Mongolian Parliament in 2015, stating “Mongolian state military organization shall consist of Military Force, Border and Internal Troops, and Emergency Service Organizations in peace time”, Article 7.3 “In peace time ... Internal Troops ... shall conduct an independent activity, structure and assignments of which shall be set in accordance with the Law”, respectively, State and Government made a resolution again to establish Internal Troops; therefore, Parliament of Mongolia adopted Law of Internal Troops in 2017 again legalizing its assignments, rights and duties.
“During its development period of 100 years history, Internal Troops operated under the auspices of Internal Security Affairs, Border and Internal Troops Authority at the Ministry of Social Security Affairs, State General Department of Police, and General Department of Police, respectively, up to 1994; then, from 1995, upon adoption of Internal Troops Law of Mongolia, it has been operating under the organizational structure of headquarters, professional military units, special sections and has been developed into state military organization to run professional independent operational activities with special assignments to enhance securities and safety of Mongolia”
